A recent survey of leaders from across the Swiss justice sector revealed strong momentum behind digital transformation. Conducted in collaboration with Microsoft and key Swiss system integrators, the findings highlight Casedoc – a proven digital case management platform already transforming justice delivery across Europe – as a powerful solution for modernising how justice is delivered and experienced.
The survey responses painted a clear picture of the opportunities, needs, and challenges Swiss stakeholders face in their digital transformation journeys.
A Justice Sector Ready for Change
The responses to our polls highlighted that while interest in justice digitalisation is high, many cantonal judiciaries still face structural barriers:
- 81% of respondents identified paper-based processes, fragmented systems, or lack of integration as their top challenge.
- Only 1 respondent rated their organisation’s digital transformation status as “excellent.”
- 38% described it as weak, and another 6% said it was still in development.

These responses reflect a justice landscape in transition – aware of the imperative to modernise, but still early in the process of meaningful transformation.
The prevalence of paper-based processes and fragmented systems underscores the unique challenges within Switzerland’s cantonal structure, where diverse systems often operate in silos. This aligns with broader observations that Switzerland has been catching up in digitalising its justice system, with efforts like the Justitia 4.0 program aiming to address this backlog by comprehensively digitalising the entire justice system across the 26 cantons and federal level.
What Swiss Stakeholders Want from Digital Justice Platforms
Asked which platform features would be most valuable for their organisations, participants highlighted:
- 25%: Secure electronic files and document exchange
- 25%: Data storage in Swiss data centres
- 21%: Workflow automation and case tracking
- 17%: Data exchange between courts, prosecutors, and legal professionals

These responses show strong emphasis on security, traceability, and local data control. Meaning that future systems must be tailored to Swiss legal, procedural, and data sovereignty requirements. What Does “Success” Look Like?
For participants, the true measure of success is how technology improves justice delivery:
- 81% identified reduced case processing times as the key success metric
- 44% selected better access to justice
- 44% pointed to improved decision-making through analytics and reporting
- 31% cited increased transparency
These goals are not only aligned with the aims of Switzerland’s Justitia 4.0 programme — they’re foundational to building a citizen-centric, efficient, and fair justice system.
The Role of AI in Swiss Justice
Artificial intelligence was another central theme. Poll results showed that stakeholders identified the following top use cases for AI in justice:
- 27%: Summarising case documents
- 27%: Drafting legal texts or judgments
- 13%: Caseload analysis and forecasting
- 16%: Planning meetings, negotiations, and resources These are all areas where AI can reduce time burdens, support judicial decision-making, and free professionals to focus on high-impact work.
Rather than replacing judicial reasoning, participants saw AI as a tool to support overburdened systems — allowing humans to focus on higher-value legal tasks, while technology handles time-consuming or repetitive work.
Reporting and BI: A Work in Progress
When asked to assess their institution’s current use of reporting and business intelligence tools:
- 50% described it as good
- 31% said it was weak
- 6% are just beginning development
- 0% rated their BI usage as excellent
